In no-limit Hold’em, a normal raise must increase the current bet by at least the size of the previous full bet or raise. The minimum opening bet is normally one big blind.
If the big blind is 2 and someone raises to 6, the increase is 4. The next full raise is at least to 10.
An all-in below a full raise can be legal, but it may not reopen raising for someone who already acted. Tournament-specific rules and floor decisions govern unusual cases.
